you're correct here, the orange speed limit signs are only advisory; they can not be enforced!
unfortunately, what this also means is that the courts will default to 50kph/80kph in ON; so if you're on a residential street and see an orange 30kph sign... technically it's 50kph zone... i'm guessing on-ramps they default to 80kph zone
It's truly officer discretion but the courts default to the 50/80 when people are given tickets for advisory limits like the on-ramp, see
