Once I rode my bicycle to work and an e-bike was parked right up against a sidewalk bike lock ring. I picked it up and not so gently moved it several meters away.
It is in Japan ... here a Jazz is a scooter.
Also called Metropolitan in US.

Fully right to move it and leave it in a difficult spot, or one that makes them look like a total jack *****... And of course, messing the mirrors around a little bit is a nice touch as stated.
Had it happen at work, I wasn't blocked but I couldn't stand my bike up right they parked that close (and had enough space to fit at least 30 bikes to use up). If his bike would have been modern enough to move the mirrors it would have happened... But his crap box was just about as old as me.

Should've set it on fire especially because it has red plates - damn foreigners, think they can do whatever the hell they want!

Where did the foreigner thing come from?
The red plates are for those "important" in the government. See them all over the place in Ottawa
I think they're used for foreign diplomats.
Ahh kk...I guess I still know my JDM better than my 2-wheelers.
Just carry a cheap lock with you, and next time just put it on their brake rotor. See if they block anyone again....
