Sure, every workplace has its share of lazy staff...
Anyone's opinion on this is at least partially based on anecdotal evidence or lived experience.
Some jobs cant be measured by "productivity" at all anyway...
Nothing is "produced"...
When I'm sitting around with my feet up the usual retort is... "Hey, we're not paid for what we do, we're paid for what we may be called upon to do".
Heres a thing though...
There are lots of public service jobs that are under paid and precarious with lousy working conditions.
The public service does its best to avoid giving out full time jobs... there's minions of folks doing nothing better than contract work with no guarantees of steady, longer term employment.
