You have quoted Blackstone's ratio before.

The VMD (Visible Minority Driver), possibly a former resident of Brampton, shows full disregard of the safety of his passengers. He would, IMO, be equally dangerous operating any vehicle, machine or process.

After having an industrial unit in Brampton for many years I've seem that same third world country attitude persist at many levels. Many have brought the third world attitudes and values to Canada. Many others support those that abuse conventional Canadian thinking. It's not hard to see where racism gets its roots and ammunition.

Should we give "Get-Out-Of-Jail-Free" cards to every VMD?

Insurance companies get to use sexism and ageism to set rates but it's illegal in every line of business.

I'm all for punishing everyone that supports destructive behavior. Use peer pressure. Shun and alienate. Wake people up. If you defend a drunk driver you're no better than them. Raise the standards for once. Flush the toilet.

For those that don't understand the above I will translate as best I can into what is becoming the new English

Not the first time that I've heard of a driver doing that. Not even the first time I've heard of it in Ontario.
I've heard the stories before, usually a guy in an RV making himself a sandwich. However the verification path goes invisible and it turns out to be a folk story with no names, specific details etc. I assume this resulted in a documented ticket, hopefully dangerous driving.

Likely no logic involved. Probably carrying a heavy load and didn't notice the slow-down in time to reduce speed. 60K pounds doesn't decelerate on a dime.

One of the things about distracted driving is at highway speeds the vehicle is going just under 100 feet (30 M) per second.

If a person is trying to type a message and isn't touch typing their eyes are off the road for about 100 feet per letter typed. Touch typing in a moving bouncing vehicle isn't easy.

If the driver becomes engrossed in the message they are easily tempted into more than one letter at a time, 500 feet? Reprogramming a GPS to pick up another call is similar.

There is something about that stretch of highway that causes a slinky effect with speeds. For no apparent reason traffic suddenly slows, then clears and then slows again.
 
I didn't see any brake lights, my bottom dollar says it's distracted driving as usual. The justice system has got to start handing out real punishments for this sort of gross negligence.

As a start, have the prosecution do what they can to facilitate civil suits. Nobody cares about a ticket but a $10M judgement will sure as hell alter your life.
