You have quoted Blackstone's ratio before.

The VMD (Visible Minority Driver), possibly a former resident of Brampton, shows full disregard of the safety of his passengers. He would, IMO, be equally dangerous operating any vehicle, machine or process.

After having an industrial unit in Brampton for many years I've seem that same third world country attitude persist at many levels. Many have brought the third world attitudes and values to Canada. Many others support those that abuse conventional Canadian thinking. It's not hard to see where racism gets its roots and ammunition.

Should we give "Get-Out-Of-Jail-Free" cards to every VMD?

Insurance companies get to use sexism and ageism to set rates but it's illegal in every line of business.

I'm all for punishing everyone that supports destructive behavior. Use peer pressure. Shun and alienate. Wake people up. If you defend a drunk driver you're no better than them. Raise the standards for once. Flush the toilet.

For those that don't understand the above I will translate as best I can into what is becoming the new English

Baaa. Baaaa, baa, bleat, baaa. bleat baaaa.

I've heard the stories before, usually a guy in an RV making himself a sandwich. However the verification path goes invisible and it turns out to be a folk story with no names, specific details etc. I assume this resulted in a documented ticket, hopefully dangerous driving.

Likely no logic involved. Probably carrying a heavy load and didn't notice the slow-down in time to reduce speed. 60K pounds doesn't decelerate on a dime.

One of the things about distracted driving is at highway speeds the vehicle is going just under 100 feet (30 M) per second.

If a person is trying to type a message and isn't touch typing their eyes are off the road for about 100 feet per letter typed. Touch typing in a moving bouncing vehicle isn't easy.

If the driver becomes engrossed in the message they are easily tempted into more than one letter at a time, 500 feet? Reprogramming a GPS to pick up another call is similar.

There is something about that stretch of highway that causes a slinky effect with speeds. For no apparent reason traffic suddenly slows, then clears and then slows again.

As a start, have the prosecution do what they can to facilitate civil suits. Nobody cares about a ticket but a $10M judgement will sure as hell alter your life.

That's a knee jerk reaction that could apply to just about any driving indiscretion, speeding, DUI, improper turn, red light running, etc.

A billion dollar judgement wouldn't change anything if the driver doesn't think they're doing to crash.

While a parking ticket is different than a HTA offence, the trail to correcting behavior is similar so consider the following:

Gambling George buys a lottery ticket a day from a particular store as part of his superstitious beat-the-system theory.

The store doesn't have parking so he parks illegally on the street with the risk of a $30 fine.

There is parking next door but it's flat rate at $10.

Thirty trips to the store parking legally would cost him $300 a month.

If he only got two tickets a month illegally street parking it only costs him $60 a month, a substantial savings.

A full time constable 24/7 handing out tickets would cost him $900 a month, making the legal option cheap.

Another solution is upping the fine to $1,000 to match or exceed the legal option, paid parking. One ticket solves the problem. (One Liberal judge reverses the process but that's another topic)

The options are either upping the fine or upping enforcement to stop crime from being profitable.

What George needs to do is park at a free spot a distance away and walk fifteen minutes to the store plus fifteen minutes back. A half an hour a day times 30 days is fifteen hours to avoid fines and parking fees. Depending on the comparison used, the payback could be as little as $20 per hour comparing to the legal lot and about $66 to the $1,000 ticket. What would you do?

The basic problem is using money to make problems go away. The term "Policing for Profit" corrupts the system.

The present system punishes the poor far more severely than the rich.

How would it affect things if the driver had to pay with time, sitting in a giant hall copying in long hand the parts of the HTA he doesn't feel he has to obey?

Money is the problem not the solution.
 
For the record in the last report I could find online Brampton ranked #4 most dangerous city to drive in, in Ontario. Toronto was the safest, which population density and number of non drivers likely explains.

The worst? Barrie.
