There's no practical way to stop people from travelling from one region to another. There are too many roads passing between regions. No way would it ever be possible to enforce within-province travel restrictions.

Canada has some hope of restricting travel between provinces (and did so previously), because in a lot of cases, there are few roads crossing the boundaries. But within the province - no chance.

Doug Ford is right about enforcement at the airport. And he is doing something about it. The feds have been asleep at the switch on that.

Yes there is, shelter in place enforcement.

With everyone at home, besides the odd domestic dispute i think the crime should relent enough that you just have mass cruisers on the streets. Tell the OPP to patrol. Visibility is the first rule of deterrent.

Anyone 'traveling' to their essential job without an employment letter? fine.
Work in Vaughan? Cool, why are you in Markham when you live in Etobicoke? fine.
In the park with your boys? fine.

As someone else said, get them fast tracked before a judge in 24-48 hours, throw the book at them.

It's 'do-able', it's also political suicide.

First we need to fund several studies on how bringing all these troops into other communities will help decrease the spread of the virus...
