Any recommendations? I'm looking for something very light weight but also durable. also something that is small enough to fit in the tank bag

I'd recommend an SAE (the ones you see on battery tender lead) to USB adapter. If you want to take the extra step, you can also do SAE to Cigarette Lighter socket and a cigarette lighter socket to USB adapter. Of course, you'll have to be careful not to drain your bike battery.
There are lots of 10,000+ MAH battery banks out there so you can charge that using the SAE lead while you ride, then charge your laptop from the battery bank.
Solar panels small enough to fit in a tank bag are pretty inefficient.

Most solar panels are too big for a tank bag . The Sail store sells small flexible panels but the output is pretty low , CTC also has a small trickle charger about eight in by twelve , rigid solar panel but the output is pretty low. You may do better with a small lithium power pack , I have a couple micros about the size of a pack of cigarettes ( if anybody remembers) , it will get a phone up for a hour or so .

Size is the limiting factor here. I take a few small chargers with me and as they get used up I switch to the next one.
A decent option could be the same, but as they run down connector them to a USB running off the bike to recharge while a second one is being used.
Solar panels are great, but very limited in their output for smaller sizes.

Think big or stay home. Rig up your trailer and do what this guy did. Disappear to Brazil before they catch you.
