There is a gap miles wide between false accusations and the reality of most officers on paid leave. A trivial first cut would be to allow psa charges to he adjudicated at any time instead of waiting for a trial. As the bar is far lower, many psa hearings could easily result in dismissal weeks after charges were raised. The outcome of the criminal trial would therefore be immaterial to their employment. What other job pays you for years while they investigate your criminal acts while employed?

Forces wait until after a finding of guilt in court in order to avoid having PSA charges and dismissals summarily overturned by courts, in civil actions. That higher standard required by courts pretty much makes them proof against being overturned which has, in fact, happened.

I understand the argument. I don't think it withstands scrutiny when we are paying thousands of suspended officers. The vast majority could be fired today with no danger of losing a civil suit. They are dumb criminals that leave a trail of evidence and are only protected because they are part of the largest organized crime network in the country.

One massive problem is the Peter Principle where a person is promoted to the position of their maximum incompetence.

Too many public leaders got to the position by brown nosing. The Ottawa police chief with weeks of notice did nothing to deflect the truckers strike.

Countless failings go unreported to hide the incompetence. Whistle blowers get demoted while the incompetent climb the ladders. Too many competent people stay on the lower rungs to avoid the political harassment.

The biggest issue with the payouts is dirty officers having their lawyers use delaying tactics, to try and ride it out until their pensions kick in, while simultaneously demanding a "speedy trial" of The Crown.

As usual, expect no consequences for government employees, supervisors, etc that completely tanked the case. 2001 court case governs procedure, cbsa hadn't bothered to update policies to comply 22 years later and has now updated written policy but not training. Failing upward at every turn.
