A trivial first cut would be to allow psa charges to he adjudicated at any time instead of waiting for a trial. As the bar is far lower, many psa hearings could easily result in dismissal weeks after charges were raised. The outcome of the criminal trial would therefore be immaterial to their employment. What other job pays you for years while they investigate your criminal acts while employed?
If a teller rips off a small amount of cash and is caught, banks generally try to avoid the publicity and the teller gets to resign along with getting a letter of recommendation.
Bigger dollars, different procedure.
Churches and politics aren't too different.
