What changed?
Fear is profitable. Hiring high school grads to beat people into submission and do paperwork doesn't sound like a job that should average over 120K/yr. Continue pushing the danger aspect and you can extort more money out of taxpayers. It would be infinitely cheaper to pay them the 60K that the job probably commands and give each cop a 2M life insurance policy on our dime (~2k/year instead of the ~60K/yr we are now paying as a danger premium). That also provides far better protection for the families of the very few cops that do die in the line of duty.

If society was more civil we wouldn't need so much policing...
Im sure lots of GTAMers can remember when our cops all carried S&W model 10s loaded with six rounds and a couple speed loaders on their belt. a set of 'cuffs and maybe a night stick/baton... and NO body armor.
Nowadays they hit the street dressed like soldiers, armed to the teeth.
Semi auto pistols loaded with 15-18 rounds, minimum 2 extra pistol mags, taser, 2-3 30 rounds mags for the rifle stowed in the front seat of their car and... Probably a 12ga. Shotgun too...

What changed?
The `97 North Hollywood Shootout was a severe wake up for cops everywhere, no question.

Fear, job is no more dangerous now than it was before maybe even less so. The costumes amp up the tough guy mentality and make things worse.

What changed?
Back in the late 80's i witnessed a cop shoot a young guy that was brandishing a crosman CO2 pistol in the head.
The guy had been wandering around downtown showing the somewhat realistic looking revolver and the cop cornered him in the vestibule of the pool hall (yea I'm that guy) that i was in.
The cop challenged him and the guy just looked at the cop who immediately fired.
The guy being a genuine bonehead saved him that day as the slug hit him in the forehead and grazed off leaving him with the minimum external damage that you could get taking a .38 point blank into the head.
The jury is out whether or not there was any neurological damage or if it even mattered to the guy.
I think that the shooter took it worse than the target did.
FWIW i saw the screw to tighten the CO2 cartridge down in the butt of the gun at first glance before the fireworks started.
