Some people panic and freeze, others panic and act. Waiting a few seconds to assess the situation before smashing a car is a good idea with few downsides. If the dog looks happy in the car, don't smash the window. Sure it will get hot in there soon, but right now there is no problem.
Why should anyone even be put in the situation to worry about an animal in a hot car. Why don't people *gasp* leave their animals at home if they have to run errands in the middle of a heat wave and leave the poor dogs trapped in a car? As a dog owner myself I have never and would never do that. What's your excuse really?
