Anyone do the laser eye thing?

So I was quoted $3,900-$4,600 for both eyes, $2,495-$2,575 for one. (IOL/TOPO, OCT, prop6, ClarusNC).
Now that I look at the quote again, it says "Lens, Biometry, Advanced Diagnostic fees", so that should include the measurements.
I was confused when they said I needed to pay a large chunk separately for the measurements.
I'm not the best at interrogating detailed information out of professionals.
For multifocal lenses, measurements are absolutely critical so lens placement is correct. When I had mine done all those years ago, there was only one provider who had imported the equipment from Europe to perform it.
 
FWIW How blind is legally blind?

An uncle lost his eyesight later in life due to the removal of a brain tumor. Afterwards he could only see fuzzy shapes. He could read a licence plate if he held it up to his nose.

Living in a small town, he could still go for walks and drop in where he used to work to chat with former colleagues. His wife, kids and neighbours took good care of him.

Not what anyone would want but...

Not sure if this is a rhetorical question about being functionally blind as it pertains to going about doing day-to-day activities, but since you worded it as "legally", then this is the definition in Canada:

To be classified as legally blind, an individual must have a visual acuity of 20/200 or less in the better eye with the best correction. Persons with a severely restricted field of vision (no more than 20 degrees across) may also be classified as legally blind

These are legal definitions as it pertains to operating a motor vehicle, qualifying for government assistance, etc.

I'm not an optometrist, but it sounds like your uncle is legally blind, despite the fact that he could still walk around town and visit friends.
