Here's the other thing you have to consider:
Was it a bike that KAHUNA owned and sold to you and that the KAHUNA mechanic certified?
OR
Was it a bike that the GUY owned, but he happened to work for KAHUNA and certified it? If this is the case, the dealer could just tell you to F-O.
I recommend leaving it welded like that, and keeping an eye on it from time to time. Do not try to hide that weld, in case you sell it, the buyer should visually see that it has been repaired. In case you forget.

I'd clean off that oxidation with a stainless steel brush and keep the frame unpainted so you can more easily detect if the repair starts to crack again.
