Just a matter of protocol, but there are many reasons not to stop. If you see emergency personnel coming, it might be better to get out of the way. Only assist if it is safe and you and the people you are with are also safe. If you are with your family and on a busy road, with glass and parts of Buick strewn everywhere, this is an unsafe environment. On the side of a road is an unsafe environment, and there are dead police to show this. It is worse to try to assist and get hurt because now emergency personnel have the casualty and you to take care of.
It is nice and recommended to help others in an emergency but there is no legal obligation to do so (Quebec excepted). You should not put yourself in harm's way when emergency personnel will arrive shortly. If you do you should accept the consequences if you get hurt.
slowbird, thanks for the report. I am sure you can still contact police, tell them the location and time of the crash, if you want to be a witness.
