One can learn to drive a car at 1 KPH then progress to 2 KPH as one feels comfortable. With a bike one has to transition through the single digit speeds to where the bike is moving fast enough to be stable.
Paved roads are easy and gravel is OK if you learn to be careful with your inputs. However transitioning from paved to gravel or vice versa can be an invitation to dump city, particularly if the transition is in a turn, on a hill, at night, in the rain, with lots of people watching.
