Getting useful info out of the database would require fingerprint and DL so a random criminal (cop, cough), could get far less put of that than a database that searches by name.High def fingerprint reader slaved to a cell phone, with direct access to the criminal database. Add a fingerprinting requirement to commercial drivers and bang.
