From the video, the perpetrator would have a very difficult time arguing that their actions were not purposeful. This fits the definitions for Assault Causing Bodily Harm (CC267). That's up to ten years. Given the conditions under which this occurred an argument could be made for Aggravated Assault (CC268) as there was a very real possibility that the victim could have died as a result.
Could get all of the above (although dangerous is very rarely laid as it's hard to get a conviction). Also a charge for not giving the cyclist 1 meter, one for improper passing or similar as bike passed bicycle in the lane the bicycle has possession of, failure to remain, etc. The list of charges that could reasonably get convictions is long.
DD in my mind is choosing to race or engage in an activity that is reasonably likely to injure someone. The assault is obvious but to what degree. Denial in the face of hard evidence should maximize the penalty.
As would his legal bill. Apologies and contrition are a lot cheaper.
Won't maximize, but he certainly wouldn't get any benefit of the doubt without contrition. Then again defendants seem to be quite good at manufacturing contrition, when they're really just sorry for getting caught.

Our penal system is based on rehabilitation not punishment but once in a while we should consider the latter. For career recidivists, absolutely.
This guy is off to a good start. Two high speed dangerous driving crashes within six months and bodies left in his wake. If he is ever allowed to drive in Ontario again, the system has completely failed. Time to enforce driving is a privilege and he has lost it forever.

Exactly. Judges/JP's need to move society way up in their logical process and potential negative impacts on the convict way down. If you did something that hurts society (especially if your actions support an unwillingness to learn and be better), here's the appropriate sentence. If that destroys your life, that's not our problem. Actions have consequences, go f yourself back where you came from.
