This is when you impound. That he could be back on the road in that condition, in three days, tells me that someone likely screwed up on the first stop.
I don't see plate charges. The cops said they pulled the plates three days ago and then again. How? Did operator just go and get new plates since the cops took the first ones? Did the police lie about taking the plates the first time? Did they miss those charges in their list? Obviously this guy needs his vehicle locked up for a while as he's a slow learner and isn't interested in following the law.

I'm thinking they hit him with "Permit driving of a commercial motor vehicle contrary to prohibition" for the plate. Only one charge for a specific crime can survive in court, so they hit him with something higher.

What are the fines vs what he could make?

Years ago a marina wanted to put in more slips on a hurry up basis. MOE told them they could be facing a fine of $1500.

The owner told them to stop by the office to pick up the cheque

The fines aren't an issue as would be the loss of a CDL, if the driver has one. Though with that stack of charges the fines would be considerable.

There was a drinking establishment in toronto with by-law issues. Fines were $20K a night and happily paid with zero effort to resolve the situation. LLBO threatened their booze license and problems were resolved very quickly.

In the case of the truck, who is responsible for the fines? Do they all land on the driver or is it the company that is liable? If it's the company, work your ass off for the summer and then collapse the company prior to the court date. Spin up a new company for snow season. Rinse and repeat. Save a fortune on permits and safety. Numbered companies are cheap.

Driver has no CVOR certificate. That's one of the charges. Can't lose what you don't have. Now, we can't tell if driver doesn't have it at all or just doesn't have proof they have it.

Potentially both, depending upon the charge. Company is responsible for road worthiness. Driver is responsible for performing and recording daily inspections. If an owner/operator, he's well and truly screwed.
 
Sometimes they do silly things like give you a license, just so they can suspend it :ROFLMAO:

Have a bunch of charges like that and (1) you'll never get a commercial license, (2) they can have repercussions on your regular license, and (3) you're pretty much on a perpetual watch list for MTO.
 
Another trailer issue. "Use plates not authorized", huh? So unregistered trailer. You register it once and it's good forever, so this is just laziness. I guess that goes well with "insecure load."
