It's to match the tassels found on jackets. Why have tassels on jackets? Because, heritage.
 
Tassels on bikes is the equivalent to wife beaters on gixxers

They let the rider know when they're reaching outside their comfort zone for leaning. Also they dispell static electricity that could blow your bike up
 
Finally, an explanation for tassels on pasties-it's for static electricity! That explains quite a lot.

Actually, it doesn't, I am still confused. If one spins clockwise and the other counterclockwise is the coreolis effect negated? Do you watch one, or the other or just stare in the middle and try to watch both? What if one goes up while the other goes down is there a gravitational effect?

Clearly, more research must be done. I vote that this thread be moved to the general discussion board, clearly some sort of reciprocating motion is contemplated here. Keener minds must get involved!
 
They must be spare boot laces, they just didn't fit in the Altoids tin.
