Not quite. Some are more angled than others, however in this particular situation having them parked at <=60 degrees to the curb is not really necessary.

Not only is this particular spot located at the end of the street-parking (where vehicles cannot park to the right of the right-most motorcycle in the picture), but these are also marked parking spots (unfortunately) which effectively stops motorcycles from tightly parking between two close vehicles at 90 degrees, so they won't interfere with the cars’ ability to get in and out of a parallel parking spot, which seems to be the main reason behind the "60 degree" bylaw.
