past winter, i saw countless cars with their plates (without plate covers/protectors) covered with salt/snow/dirt (especially pickup trucks). such that i couldn't even read the plates.
if anything plate covers help protect license plates from dirt and especially salt. some people have custom plates and no sense in not protecting it, why leave it exposed to the elements? just more laws that make no sense.
