I just don't understand this... So, the shooter shows up on location, takes out his gun case, unlocks it, takes out the ATT, reviews it one more time, takes the gun out, takes off the trigger lock, takes a mag out of another case, puts it in the gun and cocks it.. During all this time, why didn't anyone call the police? They would have arrived in 18min or less!!!

I think you forgot that since it's illegal to have a loaded firearm in public, you also can't point either a loaded or unloaded firearm in public, and you can't discharge a restricted firearm anywhere other than at a gun club, that he'd have to have invited his victim to drive to the gun club before he did all of the things you pointed out in order to shoot him......
