Can accidentally speed (missed posted signage). I've had that happen in an area ive never traveled in before; told the cop the truck to my right was blocking the speed sign change and I missed it. Nice guy, got off.

Ford is conservative but how many judges etc are Liberal?

If a Liberal judge feels the mandatory penalty is too severe they may find the DUI not guilty to circumvent the issue thus making the situation worse.

How many uninsured drivers get the full hit of the mandatory fine? That number might indicate the effectiveness of Dougies plan.

The DUI driver can test the waters of public support by starting a go-fund-me to pay for his mistake.
