I remember that, can't quite find the exact one, but I did come across this:

The frame is 16" wide and 8" deep clearance from the rod to the top of the base is 5".
Construction:
Lock:
- Anchor plate made from 1/2" steel plate
- Lock bar 1/14" dia solid steel bar plastic coated for protection of the bike.
- 40 lbs
- Shackless steel padlock for maximum strength
- Fixed lock to prevent picking and drilling
That'd be ideal, except i don't think condos would let you drill into the floor...
Really, if you could get the top of a motorcycle hoist, put that chock on it, weld it all together...the theives would have to cut that bar somehow. Perfect if you could make it hard for a cutting wheel to get through (something that'll melt over the tool perhaps)?
