Hwy 60 from dwight (around hwy 35) almost to the west gate was all torn up, huge delays, no pavement.

Were you on hwy 60? Last time i was up there is was in brutal shape from the construction. Not something that would have been enjoyable on a motorcycle.

Not quite. I rolled the bike back and forth a couple times, and could feel and hear it catch moving it forward and back. And looking at the chain it would also tighten up a bit when it catches. Now that I think about it, if my chain was a little loose would that cause what I am hearing/feeling...

Freeplay is supposed to be 2-3mm, which it is. I did check that already. I have not done any adjustment yet, going to take a better look tomorrow during daylight

Walmart. You definitely don't need full suspension, and for what your doing, I probably wouldn't even worry about front suspension (save a few more $$). If your riding downtown, mostly, and assuming leaving your bike outside occasionally (locked or not), no suspension is one less eye catcher...
