The plate doesn't appear to be recoverable from the video. It might be possible from the original source, as most website seem to add additional compression that screws with quality.

For the record in the last report I could find online Brampton ranked #4 most dangerous city to drive in, in Ontario. Toronto was the safest, which population density and number of non drivers likely explains. The worst? Barrie.
