Leaving an e-bike battery out in the sun and (possibly) charging is asking for thermal runaway. I'd bet money that battery isn't UL 2271 certified, which is supposed to greatly reduce or eliminate that chance.

Brad Bradford ranting about "mini-motorcycles" aka DUI mobiles. He wants them licensed and insured. Good luck with that. I don't disagree with his opinion but realistically, insurance is not going to happen. Allowing police to immediately seize bikes in contravention makes sense. That will reduce the fleet quickly as it will cost more to get out of impound than the bike is worth. After someone loses a few thousand in dui mobiles, maybe they will alter their behaviour and stop riding illegally.

Checking for a DUI and laying charges would be a first step. If you have a DUI you cannot operate one of these.Brad Bradford ranting about "mini-motorcycles" aka DUI mobiles. I haven't seen that. If you have a suspended license for a criminal charge (which could happen with a DUI), you can't operate one. If the license is reinstated, I think you can operate anything.

I saw two kids, seated on the floor of a standup scooter, no gear at all - maybe 6 and 8 years old. Older kid could hardly reach the throttle. 
Parental supervision definitely needed....they did ride across a proper street crossing on the sidewalk but realllllllly.
