E bikes rampaging Toronto streets

Leaving an e-bike battery out in the sun and (possibly) charging is asking for thermal runaway. I'd bet money that battery isn't UL 2271 certified, which is supposed to greatly reduce or eliminate that chance.
 
Brad Bradford ranting about "mini-motorcycles" aka DUI mobiles. He wants them licensed and insured. Good luck with that. I don't disagree with his opinion but realistically, insurance is not going to happen. Allowing police to immediately seize bikes in contravention makes sense. That will reduce the fleet quickly as it will cost more to get out of impound than the bike is worth. After someone loses a few thousand in dui mobiles, maybe they will alter their behaviour and stop riding illegally.

Checking for a DUI and laying charges would be a first step. If you have a DUI you cannot operate one of these.

I haven't seen that. If you have a suspended license for a criminal charge (which could happen with a DUI), you can't operate one. If the license is reinstated, I think you can operate anything.

" If a driving prohibition was imposed following conviction under the Criminal Code, that driver cannot legally operate an e-bike. For other types of suspension, this might not be the case – we recommend seeking legal advice before operating an e-bike with a suspended license."
