Chow may have not did it directly, but certainly someone should have used a brain cell.
They certainly stepped up when Taylor Swift came to town (probably at TS team's direction) but honestly no one at city hall said, hey do we have a transit plan for the Jays game.

MX had trains every 15min instead of 30, and TTC also increased train frequency at union.

Chow is the boss, she sure seemed gung-ho for the WS games, making a bet with LA mayor Karen Bass. Looks like she trusted her underlings and minions to get it right...nope. I guess they never figured on getting tens of thousands home or even thinking about extra innings. No surprise where daily news stories of some giant cluster-F of something in TO occur. I was at the GnR show at the CNE years ago where they came on hours late, they kept the trains running then.

Ehhh... I dunno. I could probably make it, as an experienced commuter. If you are a visitor to the city you might not figure out how the GO platforms work fast enough. Disembarking at Union is easier than embarking
As an experienced commuter that has many a time shared the train with noisy Jays fan after a late night at work, I probably would be relieved that the game ran long and cut them off
Then of course there is the discussion about the fact that the GO is highly optimized around commuting into the city for work, and it should probably be capable of more than that, but... well maybe this will cast more scrutiny on that old problem
Game ended at 12:20 iirc. It could easily take you 15 minutes to get out of stadium with the crowds. Walk to union is 10-15 minutes. When you get there, ACC and skydome both dumped at the same time so there are 100K people trying to get on ~10 minutes of trains. It's possible to make it but it's a mad dash.
EDIT:
With a kid at the watch party (skydome half full, no ACC event), game ended at 11:06 and we went underground at 11:28 so timing above may be optimistically fast. Realistically, public transit leaving union should continue for at least 1:30 after the game ends.
