But just as a point of clarification, headlights and dashlights are also loads on the battery.
When you turn the key, it is normal to see a little bit of a voltage drop as the headlights and dashlights do pull power from the battery.

I had my brother check the battery as he works at a parts store and he said the battery is good

None of your tests are accurate.
None of your terminology is accurate.
I could tell you a whole bunch of tests to perform but nothing would be reliable, things would be done out of order, and it would be reported back as somethibg later to be "I meant this when I said that."
I've seen how well you take solicited advice in other threads.

So what should my next steps be ?
Unfortunately you will need someone who knows what they're doing to go see it in person. Not your fault for not knowing the terminology, but it makes it almost impossible to diagnose this way. If I were there, I'd pull out both spark plugs and see what the voltage drops to when you press the starter. The starter motor should be able to turn over the gas engine freely with no compression being built up from a sealed cylinder. Take the same video and post it here if you are able to do that test.

So when I pulled the plugs, and tried it was exactly the same as when plugs were in the engine like before nothing changed, did not matter whether key was on or off or hitting the start button all was the same
So then I decided to try this
When I put the multimeter on the starter (positive) and then the battery ground for my negative and then I turned the key to on and then hit the start button it only shows like 3-4volts at starter

I tried that as well thinking maybe the starter was stuck or jammed but didn’t help.
I even put it in gear and pulled clutch in and moved bike back and forth making sure nothing in motor was jammed. From when I had the stator case cover off (left side) bike would move as normal but it wouldn’t turn over still yet

Ok, here’s the best I can offer based on the account so far
The video suggests the starting solenoid is firing, but there is something with high draw preventing starter from going.
is that a red wire toed to battery ground? If so, does it belong there? Is it a ground?
Next, - follow these instructions exactly
Make sure the bike is OFF and in neutral.
Test starter
-Remove the positive wire from the starter, push it out of the way.
- disconnect bike negative from bike battery.
- Connect a black side jumper cable to bike starter housing, then to a car battery negative terminal
- Connect the red side of the jumper cables to the positive on car battery.
- Touch the red side jumper to the power lug on the bike.
If the starter spins up, your starter is ok. If it doesn’t, your starter has an issue.
Report back after testing for next step.

The little red wire is a black/red wire that is a ground for the led underflow lights. They’ve been on the bike since I bought it
Well before I seen this reply, I decided to take the battery outta my other bike much smaller. After I had it hooked up the bike it would would crank but SLOW. So we know there is no issue there as it will crank over

Ok, then you probably have a pooched battery. Try disconnecting the red wire from the bike battery, connect jumpers from the car negative to bike negative terminal, and car positive to the red wires you disconnected from the bike. If it spins over properly, your starter has probably have a bad bike battery.

Well I don’t think my battery is dead, as when I had the battery out from the 1100 I decided to hook that battery up to my little Suzuki s40 I have and the battery from the 1100 started the s40 after about 7cranks of it turning over.
So there is a issue else where it seems
I’m gonna test and see with the starter like suggested earlier and see what I come out with

Pulling the clutch in disconnects the rear wheel from the motor, you need to leave the clutch out and see if the rear wheel will spin the motor. Since you have a big V-twin, maybe you'll want to be in a slightly higher gear, but any gear that allows the rear wheel to spin the motor wil do.
