I'm reviewing with server as it's clearly browser related, not necessairly IP related.
I usually use Chrome and I haven't been able to access GTAM at all for at least the last 2 days. Deleting all cookies and other site data for GTAM, no joy. Thinking it was my home network, I tried on my iPhone using Safari on wifi, no go. Then I turned off wifi and it worked. Then I went back to my PC and tried Firefox and it also worked. Weird... Currently on Firefox on PC/wifi just to type this.
EDIT: I just realized my Firefox was set up to automatically start the VPN. When I disconnect the VPN, Firefox can no longer access GTAM. I just Tried Edge as well and it can't connect. So I'm back to my home network or ISP (which is Rogers Xfinity).
For the record, using a VPN (which masks my native IP address), was actually the solution to this problem for me and some others. Problem is, I didn't want to always use my VPN. I'm glad I'm now ablr to access the server with my native IP address, so would be nice to hear back from your service provider on what (if anything) they changed sometime after 1:00 AM July 19 or 8:40 AM July 20.

No, not fixed. Yesterday I could access with my cell phone, today I can't. I'm typing this on my Windows desktop behind a VPN.Wonder if @Jayell's issues with VPN/No VPN is also fixed.
