Not if the training gets reinforced afterwards ... by enforcement of something other than speed!
In Germany, it's illegal to stop on an autobahn. Run out of gas? Ticket! It's your responsibility to make sure your vehicle has enough gas. Flat tire? Ticket! It's your responsibility to make sure your vehicle is in safe operating condition (and the TuV periodically enforces that - mandatory vehicle inspections and they are TOUGH).
The polizei are out there, but they're not looking at speed (the limits are more sensible i.e. higher, so pretty much everyone follows them). Camped out in the left lane? Ticket! Change lanes without signalling? Ticket! And it's all on camera, too. The drivers are much, much more disciplined there.
I find it interesting that everyone is focusing on driver training but there's no mention of motorcycle training. I just got my M2 last weekend (woo hoo!) and I can't believe how little you have to do to operate something so powerful. The M1 test is a joke, I read the booklet the night before the test and passed it with flying colours. At that point, without ever having touched a bike, I was allowed to buy a 1200 cc SS and take it on the highway. Does that not sound absurd? The M2 training did teach me a lot (thank you Learning Curves) but the test was far too easy. Even at this point, with the M2, I still don't think I'm ready to ride on the roads. When I get my first bike I will most likely spend the first few weeks on the parking lot or small, low-traffic streets.

Speed limits that are too low (and aggressively enforced) increase travel times and thus boredom and fatigue, increase congestion at times when it would otherwise not be present, results in a tendency to follow too closely etc., and could very well increase the amount of distracted driving, if only to relieve boredom. That is NOT the way to go.
A large majority of the drivers on the roads have not had any feedback concerning how well or poorly they drive for DECADES.
As I understand it, the QEW chain-reaction started off with a slow driver who was struck from behind by another vehicle. Right there, you have TWO drivers who ought to have done a better job ... the slow driver who should have either (A) kept up with traffic or (B) stayed off the road in the first place, if they didn't have the skills or comfort level to be there, and the one who hit them from behind, who might not have been paying as much attention as he could have. (Having said that, years ago, we had a crash involving an employee turning into the parking lot. They slowed down, of course. The vehicle behind did not slow down but rather did a quick lane change ... instantly revealing the slow-moving car turning into the parking lot to the next driver behind, who didn't have an escape route.)
The 410 crash apparently involved someone who crossed the center median from the other direction. Why that happened isn't known.
This is the problem, the person who abruptly shifted lanes is the one who caused the accident .
I agree, it was a weird and stressful week driving in the GTA...I noticed a lot of aggressive drivers this week.
An unusually high number IMO...I felt a measurable level of added stress.
I had two fairly serious road rage incidents this week. After the first I was beginning to think it was just me bringing some mental baggage onto the roads or something. Even after I consciously tried to calm my driving down to "buddist monk level" it was still occurring all around me.
Maybe people are getting tired....I know I'm tired of all the smart phones, every red light people are on their phones like it was the stock exchange or something...light turns green, no one moves, people honk, they give everyone else the finger!
The sheer level of selfishness on the roads has hit the hard limit....I don't have the answers.

One of my personal pet peeves...
All I am saying is brake lights are a subliminal que. If the person in front of you shifts lanes without signaling or braking, you the follower are left to react. The right thing to do is hit the brakes and que the followers to do the same.
Why cut out every kid @16 just because many young people drive poorly?
Don't agree with cutting out everybody over 55 either. I wouldn't have been able to drive for the last 15 years but only had one moving violation in the last 15 years, (Speeding) I usually drive above the speed limit but just below the ticket threshhold I hope. Not had an at fault accident in 45 years, presently drive about 3000 km a week on the 400, 407, 401. I fully agree with proper driver testing every 5 years for all drivers and every 2 years for drivers over 65 but eliminating driving priveleges based on age alone without proper testing is not the answer.
Also , I do not find MOST drivers on the road to be idiots. There are too many poor drivers but not the majority. I can usually drive from Orillia to Toronto all week and never have to hit the brakes hard or have anybody cut me off.
I don't consider myself any better than the average driver, perhaps just a different attitude than some
