The only time surface rust is an issue is if parts that need lube are not lubed properly,like suspension linkage from the factory.Every bike i own gets disassembled and lubed properly in those kind of areas with good waterproof grease.A little bit of high pressure water past the seals will get in and possibly push some winter brine in with it.The results are badly corroded needle bearings or teflon coated bushings.They are a ***** to repair when left unattended for a time.Use a garden hose and the problem is reduced a lot.
