Close but no cigar only applies to cars bikes are not permitted to be repaired and put back on the road.

Unless I lived in Quebec then I could put it on the road. However Que and Ontario has different branding rules regarding bikes. Que has some awesome deals on 'branded' bikes that offer huge savings (how I got most of my 06vfr800 for $1000), however they"ll never be Ontario register legal with that VIN.
