strobing headlight/guages

Not quite strobing, but the intensity of headlight and the gauge cluster is pulsating between dimmer and brighter.

Typically, when looking for technical advice on a motorcycle it helps to know which motorcycle... Once that is know it will be easier to determine if your bike has an external alternator (Glodwings and Bandits etc), or an internal stator (just about everything else common) and how to help you troubleshoot.

Your charging system can be easily checked with a multimeter, if you think that is the issue.

First guess is voltage regulator, it may be externally mounted or internally located in the alternator depending on the motorcycle.

what bike is this?

if its is doing that - you have a chargin issue, i would suggest getting someone to test out the bike's charging system.
i can lend a hand if you want with the testing - it is pretty easy to do
