As Rob says I've also seen this type of design advertised before. Your design looks very similar to that one, but I'm not sure what makes yours better, or what makes the other one better as I haven't looked much into it.
Also, I think it's a great idea that you're doing this but do protect yourself and your ideas because all you need is one person to grab a picture/sketch and then run with it to a manufacturer.
I would use this item on my bike as well if I had the option in a parking lot. Your main market would be condo builders where they can have a designated area (ideally behind a cage) with space for bikes to be parked in a row. Frankly I'm surprised that more condos don't have such an arrangement given the amount of thefts out there. Even parking behind a simple cage would make life easier and the bike slightly harder to steal. But I guess it's more profitable to sell parking spots for $50k a piece in the city.
