I like the layered as you are doing with the overjacket.
Also technical underwear and shirts really help - stay off cotton when it's cold.
What's under the jacket and against your skin is as important if not more so than the jacket itself.
I can wear my mesh JR with the liner down to about 12 and then my bright yellow iCon rain jacket takes me down to 8 even in the rain.
If you are going to ride colder than that then a full touring jacket with very good wind protection is an expensive investment.
If there were mountains about I'd say worthwhile but for a maybe 2 months need if that - not sure layers are not your best bet.
Heated grips help a lot.
