Typical Liberal rider. Won't see Conservative riders doing that.
If you pause around 11 seconds, you'll see that the car in front of the van is just making it's turn, the van is starting to pull forward, the bike has made a lane change and accelerated and the light has changed to amber. The car on the left is still braking. There is a blockage going perpendicular to the bikes travel, so the left turning van is stuck after having followed the car into the intersection; he had hesitated to see if the car in front of the bike would run the amber.
At 12 seconds it's clear that the car in front of the bike is stopping, and the bike has lots of room to do so. At 13 seconds the car is pretty much stopped, the left turning car isn't quite through the intersection, a pedestrian is running across the street on the amber, and the left turning van, has turned the wheel and entered, but has no where to go until the car and pedestrian clear the intersection. The bike is no longer slowing, and is starting to move left. At 14 seconds, the van is still waiting and the motorcycle is weaving between the cars. At 15 seconds, the van has entered, but the pedestrian is still there. At 16, the van turns sharply left to try to miss the pedestrian, and give the bike a chance to miss the van.
It's possible that the van is executing the world's worst U-turn, but it looks more like a reaction to the bike and the pedestrian both being in the intersection to me.
