How can you 'drive' a vehicle with the engine off? My Dad was also told by a cop that if traffic was backed up and the sidewalk was clear he could shut his engine off and push it on the sidewalk to bypass traffic.

That's a logic you will have to explain to a cold blooded cop while you watch your bike being loaded into a tow truck heading for the pound unless of course its the same cop that gave your dad the suggestion (or one that reasons like cop that made the suggestion)
 
Technically you can't abandon your vehicle while it is running AND in the lane of traffic (even though there are no other cars around you in plain sight).

There is NOTHING in the HTA about that. The closest you will get to anything like that is municipal parking ticket or HTA impeding the flow of traffic. The first won't happen because you are stopped, not parked, and stopped at a red light to boot. The second won't happen unless there actually is traffic that you are impeding.

No. It's only illegal if there is a sign prohibiting them, or if the U-turn is done in a location specifically prohibited by the section in the HTA that prescribed when U-turns may not be made. That section makes no reference to the lines on the road.
