Under Ontario Fault Determination Rules the driver that rear ends another is always 100% at fault with only a single exception. If there are three vehicles (A followed by B followed by C), and A and B are stopped and are rear ended by C, C hits B who then hits A, A and B are not at fault and C is 100% at fault.
