Insurance too high?

It is a matter of "agency cost." Insurance companies don't care that rates are high, as they still get there allowable rate of return regardless. Actually going after the fraudsters on any scale would cost them and not increase their profits. And of course as drivers are mandated to buy insurance, we cannot respond by cancelling our policies. The government needs to revisit how the insurance companies are regulated - with the intent of creating financial incentives/disincentives for the insurance companies that will align their financial interests with those of policy holders.
 
Sure, and it would be even higher w/o the death penalty.

Actually, what the data confirms is that fascism, harsh penalties and injustice are strongly correlated, but you can believe whatever you want to believe.
