So the City of Toronto sends out letters admitting that the water meter system they've had in place for the last 5 or so years hasn't been working properly. They've been 'estimating'. They then ask the homeowner to go get the reading off the meter and email it into them. A buddy just did that, and summarily got a bill for an extra $1,000 tacked on to his utilities. Needless to say, he isn't pleased. Another neighbour who has a pool and an inground sprinkler system got a bill for $6500 !
