That looks like Steeles Ave, over the 410. The lights of for the northbound and southbound ramps change at roughly the same time and had just gone green. My guess would be that the vehicle that ended up in oncoming traffic didn't slow for the traffic at the light, that had just started moving...
Yeah, we got stuck with "Heart of Darkness" as well. Still didn't bug me as much as being made to read "Ecotopia" in college, for my SciFi English course. "The Chrysalids" was probably the best read I had in high school. Written by John Wyndham, the same guy who wrote "The Day of the Triffids."...
I can't find any evidence of it but the odds are that he was under administrative suspension while awaiting trial, so wouldn't have had a license to surrender. Feels immortal, like so many younger people, so he won't stop until stopped.

This ticket was recently cancelled, in Florida, just two days before it went to trial. I'd have been wanting sanctions after being made to show up in court, to fight this sort of idiocy.
Our system is currently geared towards the vast majority of people who learn after making their first bad choice and don't re-offend. We need to add provisions for the "frequent fliers" who choose to do wrong, not rejig the system to think that everyone is a recidivist.
