That looks like Chrome on mobile, not Windows. As mentioned, Safari in iPhone looks fine too. So something to do with Windows because Firefox in Windows also has the same problem.

When I usually click on the bell after seeing an alert of new posts, it usually shows a list of all recent posts and highlights the unread ones. But today it isn't highlighting the unread ones. Did something change last night or yesterday?
