On some screens, at some brightness levels, it has always been hard to see the blue background.

Problem seems to be solved - I rebooted my computer and now the blue background is back to being more noticeable. And when I look at my post with the screenshot, it also looks normal now, so the I guess the problem was my screen after all. So either Windows ran out of video memory, or the screen's auto-brightness went haywire, but neither has ever happened before.

And I guess that issue threw me off mking me look for other differences like the dots displaying differently on mobile vs. Windows. I rarely have computer problems, so my knee-jerk reaction is to check the internet first.
