Sure, every workplace has its share of lazy staff...
Anyone's opinion on this is at least partially based on anecdotal evidence or lived experience.
Some jobs cant be measured by "productivity" at all anyway...

True, but I would argue that in most cases at least public sector workers are at least doing a job.
The real waste of tax payers money is in unbridled spending on useless projects that go nowhere.
Everyone thinks everyone else gets paid too much, well... then go do that job you're complaining...
The problem with the sunshine list is that it hasn't been adjusted for inflation for 30+ years...
It also doesn't differentiate what % of the money people are earning is a result of overtime.
I've been on that list pretty much every year since 1999 and I dont work a lot of OT...
It's easily possible to double your base pay, but it means you're working a lot more hours than normal.
In corrections it's rampant. There is so much overtime available due to short staffing that there are people with 400, 500, 900+ hours of OT in a quarter.... at time and a half its easy to...

OCI is a different facility than TSDC....

Thats not a thing...
There are "liasion" (police) officers that are utilized within some larger jails, but they dont have anything to do with the running of the jail.
They exist only because the jail generates so much incident wise it's easier to have an officer assigned than having to call...
Lol... and you've mixed up the toronto police with the ontario ministry if correctional services...
TSDC is a separate entity ftom the TPS.
We dont share the same structure, or nomenclature.
Walk into any Jail and ask to speak with "the commander" and they'll ask you... "what?"
"Commander" is not a title within the MCS.
We have:
Correctional officers,
Rehab officers
Rec. officers.
Corporals
Staff Sergeants (who can, depending on their role have specific secondary titles of wich "commander" isn't one)
Deputy Superintendents
Superintendents
