Almost always the traffic enforcement cops. It's what they are paid to do i guess.

4 tickets for plates this year so far (no front plate). Last cop pulled me over for alleged speed, checked my plate situation after running my info. Came back and joked about 4 tickets so far, I must really hate 'the man'. Gave me a warning and waived me on.

Seems like they were talking about a blanket policy. Either way I was discussing driving someone else's vehicle. If you're insuring the license then insurance does not follow the vehicle.

How are you going to calculate risk/payout for someone driving a civic then jumps into a ferrari and totals it?
