That general line goes to admin staff. They wont provide you the numbers. They may take a message and try to relay it .. He could of been a cop in Brampton or a fire fighter in Mississauga.

And you wont .. fire station numbers are not given out to general public.

You should be able to get Xplorenet up there .. and they are in the midst of changing over to LTE network which will get you 25 mbps same as Rip off rogers.
