I ended up getting a lock that covers the front and sides of the hitch, and added a pin lock through the top for good measure.

It would generate revenue. Bypassing traffic jams would draw more people to bikes and scooters and they would all need licences, testing and annual plate renewal. The vast majority of the new riders would also own a car for the winters so overall vehicle ownership would increase.

I think your thinking of different things... the above are talking about milled roads, as in a grinder has taken away the top of the asphalt.

Unfortunately the key broke about half way down the notches and the bags are locked! The key comes out only in the locked position but there are at least two tumblers in front of the piece of key and I can't seem to hold them back and fit anything to reach down and grab it.
