OP, why don't you Google Maps a picture for us and mark exactly: 1. Where you entered your "turning lane" 2. Which driveway you were hoping to turn into 3. Which street/driveway the other car came out of, and 4. Where you ended up T-boning the other car It would clear things up greatly.

I always thought CAA will tow any car as long as the cardholder is present when the tow truck arrives. Is this not the case?

At the end of the day, the 407 is, as mentioned before, a business. And their ultimate goal is likely to make as much money as possible. And that probably means their prices are set based on continued analysis of price vs. volume. Nothing else really matters.
